Top Three News Stories:

1. Trump’s Promised Shutdown Layoffs Lead to At Least 4,200 Cuts at Seven Agencies

Government Executive reports that the administration initiated “substantial” reductions in force (RIFs) on Friday, affecting at least 4,200 employees across agencies including Treasury, Education, HHS, EPA, HUD, Commerce, and DHS. The story notes that RIF notices generally carry 30–60 day lead times and that more cuts could follow. A court filing referenced in the piece details agency-by-agency numbers and frames the government’s legal position in ongoing litigation. For federal employees, this means some may receive RIF notices soon with short response windows and important rights/timelines attached. Unions and lawmakers signaled further legal and political challenges, so policies could shift quickly. Government Executive

Legal Insight:

A RIF notice usually includes your retention standing and an effective date window; read it carefully and keep copies. You generally have rights to bump/retreat, potential severance, and MSPB appeal after separation; union members may also have grievance options. Deadlines can be tight (often 7–30 days for some elections), so act promptly and communicate in writing. If you suspect improper targeting (e.g., retaliation or discrimination), consult counsel; concurrent MSPB/EEO strategies may be time-sensitive.

2. Multiple CISA Divisions Targeted in Shutdown Layoffs, People Familiar Say

Nextgov/FCW reports that several CISA units—including Stakeholder Engagement and parts of Infrastructure Security—were hit with termination orders issued Friday evening as part of DHS-wide cuts. A DHS spokesperson said the moves are intended to get CISA “back on mission,” while reporting ties the actions to broader shutdown-era RIFs. The article points to a federal court filing showing 176 DHS positions cut and notes that further reductions may be possible. For federal employees, this means CISA and other DHS staff may face immediate employment actions with implications for mission coverage and personal timelines. Cyber operations could experience disruption as teams absorb separations and reassign workloads. Nextgov

Legal Insight:

If you receive a notice tied to a RIF or separation, verify whether it is a RIF (with retention rights) or a directed reassignment/realignment. Ask for your retention register information and check for errors in tenure, veterans’ preference, and performance ratings. If you believe procedures weren’t followed, preserve evidence and seek union or legal assistance quickly; MSPB/EEO timelines are short. Consider applying for internal vacancies or priority placement programs while you evaluate options.

3. You Got a Management-Directed Reassignment. Now What?

Federal News Network explains how recent management-directed reassignments (MDRs) are arriving with little detail and only seven days to accept, sometimes requiring relocation within 60 days. Employment attorneys advise employees to ask pointed questions about duties, grade, pay, reporting chain, and relocation expenses before deciding. The article emphasizes that declining an MDR can lead to separation, but some notices are later clarified or rescinded after employees press for specifics. For federal employees, this means act fast: clarify terms in writing, confirm pay/grade parity, and document all communications to protect your rights. The shutdown may slow HR responses, but posted deadlines usually still apply. Federal News Network

Legal Insight:

MDRs are typically a management right, but agencies must follow policy and any collective-bargaining agreement. Ask for written details of the position and whether relocation costs are covered; OPM’s reassignment guidance outlines when benefits may apply. If the MDR feels retaliatory or discriminatory, or if separation is threatened, talk to your union and consider counsel to preserve MSPB/EEO options. Keep everything in writing and meet all stated deadlines.

Mindful Moment of the Day:

Document-Review Cadence Break

Every 10 pages, lean back, close your eyes, and take three slow breaths. This small reset keeps your attention sharp and your eyes from glazing over. Complex language is easier to parse when the brain isn’t fatigued. Accuracy improves with these intentional pauses.

Legal Tip of the Day:

Review Your e-OPF Annually

Set a calendar reminder every January to download and review your electronic Official Personnel Folder (e-OPF). Errors in position titles, SF-50 actions, or service dates can quietly undermine retirement calculations and promotion eligibility. If you spot a discrepancy, submit a written correction request to HR and keep dated copies of everything. A tidy e-OPF is the easiest evidence to produce when opportunities—or disputes—arise.
