Musk’s Companies Won $10 Billion in Federal Contracts After DOGE: What the New Report Says About Federal Ethics Rules

A new report says Elon Musk’s companies have won at least $10 billion in federal contracts and grants since he left DOGE, and for federal employees, who operate under strict gift and ethics rules, the contrast is hard to miss. The report is “Trump and Musk: 17 Months Later,” published by the Democracy Defenders Fund on October 30, 2026. Here is what it says, what the record shows, and what it does and does not mean for you.

What the Report Tallies

According to the report, Musk’s companies have won at least $10 billion in federal contracts and grants since he left DOGE, along with favorable actions by 25 agencies. The report’s authors also list developments that went against Tesla, and every number in it is footnoted.

Space Traffic Control and Classified Data

One example in the report involves space operations. DOGE fired much of the government’s space traffic control staff. The Pentagon then agreed to give SpaceX exclusive access to its most classified space-tracking data. In plain terms, work that federal employees had been doing moved to a contractor.

The SEC Settlement

The report also covers the Securities and Exchange Commission’s case over Musk’s Twitter disclosures. The SEC originally sought $150 million and settled for $1.5 million, which is one percent of the original demand. The judge who approved the settlement noted that the SEC’s own lawyers appeared surprised to hear there had been settlement talks, and said whether the government did enough to hold him accountable is a question for citizens to decide at the ballot box. Election Day is Tuesday, November 3.

The Ethics Question

The Office of Government Ethics, which wrote the gift rules federal employees live by, told the Government Accountability Office it has no plans to review any of these matters. As we read the report, that is its central finding: the ethics rules, as written, allow this. Federal employees are generally held to a strict standard on gifts, including meals from contractors, while the rules at the top are looser.

Whether that is corruption or simply the rules working as written is a question people will answer differently. We are not asking you to choose a side here, only to understand what the report says and what the record shows.

What This Means for You

Nothing in this report changes the ethics rules that apply to you. They still apply in full, and agencies still enforce them. If you have a question about a gift, an outside activity, or a conflict of interest, ask your agency ethics official in writing before you act, and keep a copy of the answer.

If you are weighing a situation that could trigger an ethics inquiry, it is worth speaking with a federal employment attorney early, before any interview or response is due.
