A new report from the Office of Personnel Management’s Inspector General has set off alarms for Postal Service employees and retirees: the technology infrastructure supporting the Postal Service Health Benefits (PSHB) system is dangerously understaffed, and failure is a real possibility.

Here’s the situation in plain terms: OPM needs at least 11 qualified tech specialists to maintain the enrollment platform used by over two million PSHB beneficiaries. Due to a hiring freeze and recent resignations, only three staff remain. That’s not just a bottleneck—that’s a recipe for systemic failure.

 

Why This Matters Before November 10

The PSHB platform is crucial for accessing, updating, or changing your health care coverage. If it crashes or stalls, federal employees may be locked out during Open Season (Nov. 10 to Dec. 8), unable to:

  • Enroll in new health plans

  • Process qualifying life events (like marriage or birth)

  • Update dependent information

  • Maintain continuous coverage for prescriptions or medical procedures

For a career Postal worker or annuitant, a missed enrollment window could translate into canceled surgeries, missed medications, or unpaid medical bills—all due to a failing IT system, not your fault.

 

OPM’s Response: More Optimism Than Infrastructure

OPM leadership insists the situation is “under control,” citing internal workload shifts and contingency planning. But the math is sobering: three people managing the health benefit access for two million. Add to that a looming $26 million budget cut proposed for next year, and even the most generous interpretation of “under control” feels like spin.

 

What You Can Do Right Now

This is not the time for passive waiting. Here’s how to act:

  1. Spread the Word – Share this information across your union forums, group chats, or even your grandma’s Facebook feed. The more awareness, the more pressure on lawmakers to intervene.

  2. Contact Congress – Use Resist.bot by texting “Congress” to 50409. Say: “I’m a federal employee. OPM’s staffing crisis endangers my health benefits. Fully fund OPM and lift the hiring freeze now.”

  3. Document Everything – Keep digital or paper records of any attempted changes to your benefits during Open Season. If the system fails, you’ll need a paper trail for redress.
