Supreme Court RIF Decision: Tools for Federal Employees Facing Uncertainty

The Supreme Court is expected to rule on whether nationwide injunctions blocking reductions in force (RIFs) will remain or fall. This means within hours, you may learn your position is protected – or that a RIF is back in motion at your agency.

 

What Agencies Are Doing Now

For example, the State Department appears poised to act quickly if the injunction is lifted. If your agency has already initiated RIF planning, decisions could unfold within days. The anxiety of waiting, refreshing news feeds, and feeling a knot in your stomach is real – and you are far from alone.

The Three Ps Framework: Panic, Processing, Planning

First, ask yourself: Which stage am I in right now?

  1. Panic
    If you’re in panic, try this grounding exercise:

    • Name 5 things you can see, 4 you can touch, 3 you can hear, 2 you can smell, and 1 you can taste.
      Do it slowly. Within 90 seconds, your nervous system begins to reset, allowing clearer thinking.

  2. Processing
    Processing difficult emotions requires awareness. Use the RAIN approach:

    • Recognize the feeling (e.g., “I’m anxious”).

    • Allow it without judgment (“It’s okay to feel this”).

    • Investigate where it sits in your body (tight shoulders, racing heart).

    • Nurture with kindness (“I’m doing the best I can”).
      This technique shifts you from reactivity to calm observation.

  3. Planning
    If you’re ready to plan, try values visualization:

    • Close your eyes and picture yourself one year from now, having handled this moment with integrity.

    • What values guided you – stability, courage, service?

    • Let that future version of yourself speak one sentence of encouragement. Write it down and keep it close today.

 

Your Career Is Not Defined by This Moment

Remember: a RIF notice is not the end of your career. For many, it’s not even the end of federal service. Appeal rights, bump and retreat options, and early-out retirement offers may be available. These are legal lifelines that exist to protect your earned career trajectory.
