As federal employees head into the holiday weekend, a quiet crisis is unfolding for over 60,000 blue collar colleagues. Shipyard welders, VA HVAC techs, and park patrol trailblazers—those keeping submarines watertight and VA operating rooms ice cold—are seeing their 2025 raises slip away despite congressional approval.

 

How Did This Happen?

Last spring, Defense Secretary Pete Hegseth dissolved every Pentagon advisory panel, including the five-member Department of Defense Wage Committee. This committee is not symbolic; it plays a critical role in approving Federal Wage System (FWS) survey data before OPM publishes updated pay tables. Without it, wage surveys stall. Without updated surveys, blue collar feds remain locked into last year’s wages.

This “administrative pay freeze” impacts one third of the FWS workforce across 87 wage areas. It was never voted on by Congress and is not rooted in funding shortfalls. The money for these raises is already appropriated in the continuing resolution. DOD is simply not releasing it.

 

Why It Matters for All Federal Employees

While white collar GS employees have distinct pay-setting mechanisms, solidarity here matters. The silent suffering of FWS colleagues undermines morale and mission readiness government-wide. These are families living paycheck to paycheck, keeping defense operations running and veterans’ facilities functioning. Their financial well-being is directly tied to the services the public receives.

 

What Can Be Done Right Now

If you are in the Federal Wage System, or if you support colleagues who are, consider:

  1. Document the Damage. Pull your last two years of Leave and Earnings Statements (LES) to calculate what you’ve lost by this freeze. Knowing exact numbers strengthens advocacy.

  2. Contact Congress. A single voicemail often carries the weight of 100 silent constituents. Let your representatives know DOD is withholding legally appropriated raises. Tools like Resist.bot make it easy to send immediate messages.
