State Department RIFs: Key Steps for Federal Employees

The State Department has confirmed reductions in force (RIFs) targeting roughly 3,400 positions, with around 2,000 notices expected to arrive imminently—possibly today. Roles tied to passports, visas, and active law enforcement are largely safe. However, employees in Political Affairs, the E-family, and other general administrative units face potential cuts as steep as sixty-nine percent.

Here is your immediate legal and practical triage.

Step One: Read Every Line of Your Notice

If a RIF notice lands in your inbox, read it carefully. Skimming or ignoring it in panic could cost you appeal rights or deadlines. Confirm whether you are slated for separation, reassignment, or downgrade, and note your notice period—typically 60 days for civil service unless reduced under an authorized exception, and often 120 days for Foreign Service (though DOS may shorten this, so check the effective date carefully).

Step Two: Audit Your eOPF and Retention Factors

Your retention standing during a RIF is not set in stone. Errors in your electronic Official Personnel Folder (eOPF)—especially tenure codes, veterans’ preference status, and performance ratings—can alter your competitive placement. Pull these records today. If discrepancies exist, move swiftly to correct them with HR. Additionally, you have a right to request a copy of the retention register under applicable regulations to verify where you stand.

Step Three: Monitor the Legal Landscape

Judge Illston is currently reviewing federal RIF plans for legal sufficiency on an expedited schedule. While she has the authority to freeze layoffs if flaws emerge, do not rely solely on court intervention. Preserve every email and communication regarding the RIF process and options presented to you, including buy-out offers. Never sign a buy-out or early retirement agreement without understanding its implications for your future eligibility, pension, and rehire status.

Stay Informed and Grounded

We are holding strategy sessions to guide federal employees through RIFs and DRPs. These sessions not only cover legal strategy but also offer a mindfulness-based toolkit to manage the profound stress and uncertainty of layoffs. You can access live Q&A sessions, prior session archives, and specialized checklists with a three-day free trial of our Power Hub membership here.

Mindful awareness of each procedural step, combined with informed legal strategy, is your strongest safeguard. Knowledge won’t always prevent a RIF, but it will ensure your next steps are intentional rather than reactive.
