If funding lapses after September 30, both furloughed and excepted employees stop receiving pay. The 2019 Government Employee Fair Treatment Act guarantees back pay—including overtime—once Congress restores funding. Still, timing matters: the current pay period closes October 4, so a lapse could impact your October 10 paycheck. Use this week to prepare by pausing non-essential auto-drafts, contacting creditors, and asking about “federal shutdown hardship” programs. Many banks, landlords, and utilities have scripts and relief measures specifically for federal employees.

Know Your Employment Status

Every employee falls into one of three categories:

  • Excepted: Must work during the lapse but without pay until appropriations return.

  • Exempt: Funded by sources outside annual appropriations; both pay and work continue.

  • Furloughed: Temporarily off duty, later restored with back pay.

Don’t assume where you fall—request confirmation in writing from HR or your supervisor. If duties shift mid-shutdown, insist on updated documentation to protect your record.

Benefits and Health Coverage

Your Federal Employees Health Benefits (FEHB) coverage continues through the lapse even if premium payments are delayed. You won’t be billed directly—premiums accrue and are deducted once payroll resumes. Dental, vision, FEGLI life insurance, and long-term care insurance remain in force. If you’ve had a qualifying life event such as a marriage or birth, file the change immediately—HR staff handling benefits are considered essential.

TSP, Leave, and Unemployment

The Thrift Savings Plan (TSP) isn’t dependent on appropriations and operates normally. Payroll contributions will pause if pay stops, but you can still manage investments. If you hold a TSP loan, missed payments due to furlough won’t trigger default. Paid leave cannot substitute for furlough, and pre-approved leave is typically canceled. Awards and bonuses may be approved but will not be paid until after the shutdown ends. Some states allow furloughed employees to apply for unemployment, but most will require repayment once back pay arrives.

Retirement and Special Programs

Federal retirees continue to receive annuity payments. If your retirement application has already reached OPM, interim payments should begin as usual. However, if agency HR or payroll offices are furloughed, new applications may be delayed. Participants in Deferred Resignation Programs (DRP) will be paid retroactively only through their separation date—budget accordingly.

  3. Contact creditors and landlords—request hardship accommodations.

  4. Pause non-essential autopays; focus on housing, food, health, and transport.

Shutdowns bring uncertainty, but your worth is not tied to congressional deadlines. Focus on stacking what you can control: documents, communications, budget safeguards, and health coverage. Protect your rest, limit doom-scrolling, and remind yourself this is a temporary disruption, not a reflection of your value.
