Expect Temporary Bottlenecks

If your program relies on senior leader approvals, signatures, or funding authorizations, expect delays. A general or flag officer in travel status may not be available to act on urgent paperwork. Civilian employees can prepare now by:

  • Identifying alternate signatories and ensuring delegated authority is in place.

  • Updating continuity of operations (COOP) contacts.

  • Communicating early with customers and stakeholders about potential response lags.
