Roughly 1.4 million federal employees have now missed a full paycheck. About half are furloughed; the rest are “excepted,” required to work without pay. The strain isn’t theoretical—it’s reshaping lives and missions. Before the shutdown, air traffic staffing contributed to about 5% of flight delays. Now that figure has soared past 50%, driven by fatigue, double shifts, and empty pay accounts.

TSA and SSA workers are lining up at food banks. Air traffic controllers are picking up midnight shifts and side jobs to keep their families afloat. Overseas civilians are hit hardest: losing housing allowances and COLA, barred from side work by visas or clearances, and often ineligible for state unemployment. Many have been told, “Your rent is due anyway.”

Document Everything

If you’re furloughed or excepted, protect yourself legally by creating a paper trail. Keep pay stubs that show $0, overtime requests, duty rosters, and any instructions from management. Furloughed employees should not work off the clock—not even a “quick email.” Excepted employees should log every worked hour precisely. Documentation becomes essential evidence if pay, overtime, or duty disputes arise later.

Get Guidance in Writing

If your supervisor or component provides confusing or informal instructions—about back pay, duty status, or “creative workarounds”—request the authority in writing. This is especially critical for those in safety, defense, or law enforcement roles. Written direction protects both you and your future case should policies shift.

Know the Limits on Outside Work

Desperation can lead to risk. Most agencies allow limited outside employment, but written ethics approval is still required. Acting without it could jeopardize your clearance or career. For those stationed overseas, Status of Forces Agreements (SOFAs) and visa restrictions usually prohibit outside income entirely. When in doubt, pause and seek agency counsel before accepting any outside work.

Use the Lifelines Available

Many credit unions and lenders have hardship programs that include low-interest loans, deferred payments, and fee waivers. Furloughed employees in the U.S. can apply for state unemployment benefits—expect repayment once back pay arrives. Excepted employees typically don’t qualify. Overseas civilians should press their agencies for formal letters to landlords and coordinated outreach through post leadership.

Safety Comes First

For safety-critical personnel—ATC, TSA, CBP, or law enforcement—fatigue can cross into danger. Use official safety channels to report unsafe staffing or extended duty conditions. The law requires you to follow lawful orders, but it also obligates agencies to maintain safe operations.
