Federal employees face enough fear this Halloween with the ongoing shutdown. Yet there’s something even more unsettling—parts of our government’s civil-rights machinery have been quietly shut down long before appropriations ever lapsed. Offices responsible for enforcing Title VI and Title IX—the laws that protect students from discrimination in education—have been stripped of staff and resources, leaving real families without answers.

At the Department of Education’s Office for Civil Rights, investigations into race and disability discrimination have slowed or stopped entirely. Behind each frozen case is a human being—a Black third-grader called slurs and beaten while teachers looked away, or a child with severe food allergies bullied until she was too frightened to attend class. Parents who once could rely on federal enforcement are now left with silence.

What’s Really at Stake

Civil-rights laws don’t expire when administrations change. Title VI and Title IX are acts of Congress, not policy preferences. When an agency fails to enforce them, it doesn’t repeal discrimination—it just buries the evidence.
