For many VA employees, being told “it’s not layoffs, it’s just vacancies” does not feel reassuring. When teams are already stretched thin, vacant positions represent hope: reinforcements, backfill, and relief. New reporting makes clear that this hope may be disappearing.

According to a December 13, 2025 Washington Post report, the Department of Veterans Affairs plans to eliminate up to 35,000 Veterans Health Administration health care positions this month. Most of these roles are currently unfilled and include doctors, nurses, and support staff. VA officials have described many of these as COVID-era positions that are “no longer needed” and insist the cuts will have “no effect” on operations. That reassurance rings hollow for employees who have lived with chronic staffing shortages for years.

Why “Vacant” Positions Still Matter

An unfilled position is not imaginary. It is the hire your team expected. It is the backfill that would have reduced mandatory overtime, shortened patient wait times, or allowed employees to take leave without guilt. When an agency deletes vacancies, no one receives a termination notice—but the workload does not disappear. Instead, it shifts onto the employees who remain.

Earlier this year, reports showed that nearly all VA facilities face serious staffing shortages. Against that backdrop, eliminating tens of thousands of positions—even on paper—signals that relief is not coming. For GS-9 and above employees, this often translates into sustained pressure with no clear endpoint.

What Employees and Applicants Should Watch Closely

First, expect hiring slowdowns. Tentative offers may stall, onboarding may drag, and “we’re waiting on approvals” may become the default explanation. Applicants with pending offers should get status updates in writing and keep every email before making major life decisions like relocating or resigning from a current role.

Second, watch for quiet reorganizations. These rarely arrive with dramatic announcements. Instead, they appear as changes in duties, schedules, or reporting lines, often framed as temporary fixes. Directed reassignments and the expectation to absorb another role “until further notice” are common signals. When expectations change, request them in writing.

Employees in bargaining units should pull their collective bargaining agreements early. If conditions of employment are changing, impact and implementation bargaining may be required. Waiting until changes are fully baked can limit options.

When to Seek Legal Guidance

If something formal arrives—a reduction-in-force notice, a proposed removal, or a reassignment that cannot be accepted—do not improvise. Save the notice, calendar every deadline, and speak with a qualified federal employment attorney about the specific facts. Federal employment deadlines are unforgiving, and delay can close doors permanently.

None of this means panic is required. It does mean clarity is essential. Understanding what is happening, documenting changes, and responding deliberately are acts of professionalism and self-protection. Many VA employees are holding the mission together under intense pressure; acknowledging that reality is the first step toward navigating it wisely.
